Mutiny Strikes Malian Army ADA News - Sept. 10th, 2020 After three months of negotiations between the soldiers of the 56th Infantry Regiment and the government that failed to resolve the dispute over the unit being stood down due to budget cuts, the soldiers mutinied and have taken over their base in Sévaré. While the troops have not conducted any violent acts, Malian President Birama Kondo has declared that the mutiny is an act of open rebellion. In a statement to the Associated Press, Mr. Kondo said that the mutineers were “merely coup plotters who have yet to act against the capital.” He continued, stating that as a preemptive measure to prevent “further seditious acts”, all Malian military personnel in the Northern half of the country are being confined to barracks for the foreseeable future. Some have questioned this decision while the region is facing sustained security threats from terrorist groups and unstable neighbors. HUMINT and OSINT have confirmed that Colonel El Hadj Ghaly, aka "Attila", has conducted a public execution of three of the recent POWs US forces have turned over to his custody in the region. There are several indications that at least two of those executed were tortured before their deaths. Leadership in Ouagadougou is officially unaware of the actions occurring in Kujari at the hands of Ghaly, but private discussions with HUMINT sources there have determined that a sizable portion of the military leadership is aware of these acts and are giving tacit, and in some cases, overt support. The civilian leadership is also aware, however, most consider Ghaly's actions justified or a harsh necessity. The minority who object to them are without significant influence and are unlikely to take any action regarding them. There is a growing sense from lower-ranking sources that Ghaly has been granted free reign so long as Lingani, aka "Uldin", is defeated before he gains too much legitimacy in the eyes of the people. Recommendations: Conduct proper interrogations of POWs before handing them over to Ghaly if possible. Western Forces Reportedly Operating in Libya Grand Central Times - March 30, 2020 Battles in the streets of Misrata are unfortunately common for the remaining residents of the town, with the city having been fought over numerous times by the warring factions of Libya’s ongoing civil war. But while the gunfire isn’t new, the participants appear to be. Reports from several witnesses in the city state that the most recent spate of violence involved several Westerners fighting with one of the rebel groups who hold a large portion of the town. When the shots died down, civilians in the area found a large group of rebel soldiers dead, and the town’s harbormaster missing. Interviews with two of the residents, have suggested that the harbormaster may have been involved in smuggling operations, but Grand Central Times has been unable to independently confirm these allegations. The fighting across Libya has peaked in recent months as the UN-backed government dissolved into infighting over the failure to reach a deal on future elections. Rebel groups have taken advantage of the lack of authority to renew their attempts to carve out their own lands or fill the power vacuum for themselves. The reports of Westerners engaged in the fighting have raised concerns as to whether there is a foreign intervention underway in the failed state, or if this is a rise in the use of mercenaries in the civil war. Russian mercenaries have previously been confirmed operating in the region, but their actions have largely been limited to training and other second-line duties.
