Their assessment is below: Given the unrefined nature of and diverse types of isotopes present in the materials recovered from Rasman Airbase (Site Alpha) by the 3d MRB, we assess that these are not the precursors for a purpose-built radiological weapon or former nuclear weapon material. There is a high likelihood that this material was nuclear waste from the BN-365 nuclear reactor at the Aktau Nuclear Power Plant (ANPP) which was decommissioned in 1997 after the fall of the Soviet Union. Russian and Takistani authorities had previously claimed that all nuclear waste material had been transferred to Russia, however, limited documentation was provided to US and IAEA officials. The IRPT likely intends to use this material as a radiological weapon or “dirty bomb”. While heavy exposure over prolonged periods of time to these materials would be harmful to personnel, brief exposure will be easily mitigated through atropine injection and wearing a mask to prevent further inhalation. Code Phrase for exposure to radiological material is “SCRAM, SCRAM, SCRAM”. To prevent harm to all personnel in the AO, upon exposure to radioactive material, personnel should withdraw to a safe distance if able. Personnel will be issued Geiger counters to ensure detection. Unfortunately, the situation has only deteriorated on the ground and the US consulate in Bala Murghab is under siege by Takistani government forces. The Ambassador and Marine Embassy Security Group (MESG) had already withdrawn from the main embassy to this consulate to better extract, but have become pinned and need extraction. b. Drone footage has revealed a heavy hostile presence in the city, but they also appear to be going door-to-door looking for civilians. We have recorded several executions by these forces. The island of Tembelan is almost entirely in the hands of the Central Executive Committee CEC and its Chinese backers. At this time there is no reason to believe the Chinese government is involved and we are in fact looking at Chinese corporate entities acting outside the authority of the Chinese Communist Party (CCP). As it stands the Phillippine Marine Corps (PMC) is holding AIRBASE ARNIE and some surrounding terrain. The PMC Unit holding AIRBASE ARNIE is currently under the command of Major Cid Demario Matapang Rosales.   24. WARNING ORDER MSOT 8311 1. SITUATION a. Overview: Venezuelan forces have seized control of the island of San Esperito and are fortifying their positions before the 24th Marine Expeditionary Unit arrives in force. They are concentrating the forces in the two major cities and are working to solidify their control over the island. We are conducting operations to undermine the Venezuelan influence and control over the island. b. The Area of Interest is the town of Gran Callao. c. Area of Operations is AO MAINE. The terrain is small mountains, dense jungles, and urban areas. Weather is expected to be clear with a mild chance of rain. The time will be 1900 on the 16th of September. d. Enemy Forces Venezuelan 3rd Marine Brigade is attempting to fortify its positions and working with local collaborators to solidify the Venezuelan political position on the island, likely in preparation for a referendum on annexation. In an effort to improve their position, the Venezuelans have decided to eliminate all possible sources of domestic resistance. They have rounded up several local leaders and former police officers at the military base South of Marilla and intend to execute them. Venezuelan forces remain concentrated at St. George's airfield and Marilla with mechanized infantry and some airmobile forces. e. Friendly Forces There are no friendly forces currently in the AO f. Attachments and Detachments 160th SOAR 2. MISSION. Alpha Company (WHO) is attempting to degrade Venezuelan forces (WHAT) in AO MAINE (WHERE) in preparation for the 24th MEU’s landings (WHY). 3. EXECUTION. a. Concept of Operations. MSOT 8311 is tasked with liberating detained political prisoners at the Marilla military base (OBJ AMNESTY). Intelligence has determined that these prisoners will be executed tomorrow morning and that the guards may execute them if they believe they are under attack. Stealth or speed is recommended. Airmobile troops and light aircraft have been spotted at the St. George’s Airstrip South of the town and mechanized forces have been seen to the East in the city of Marilla e. We have reliable intelligence that the Venezuelans have reached a deal with the cartel where in exchange for the Venezuelan military aiding in their drug smuggling efforts, the cartel will use their connections on the island to influence or coerce the majority of the islanders to support the annexation on the island. Dealing significant damage to the cartel’s assets on the island will likely deter them from following through on the agreement.
