Malian Prime Minister Visits Crisis-Stricken Region Grand Central Times - Sept 17th, 2020 Prime Minister Famory Kouyaté made a visit to the Kidal Region today as the country watches the growing military crisis with bated breath. It appears that the Prime Minister is going on a tour through the Northern half of the country in an attempt to allay fears of a coup or civil war. Few expect the crisis to escalate that far, especially since the mutineering soldiers have remained peaceful throughout this emergency. Some have accused the President of overreacting to the situation and causing unnecessary panic and allowed for the ongoing crisis in the city of Kidal to occur. Boko Haram's ongoing attacks in the city have reportedly claimed numerous lives, and thrown the area into chaos. There are reports of fighting in the streets and it is suspected that American and French forces have been taking part in the battles raging across the city. Of particular note was the report of a helicopter being destroyed at the local governor's compound after a pitched battle took place there. Pictured: Governor's compound post-battle. In an apparent attempt to reassure the public that the situation is being handled, the Prime Minister was seen meeting with the local governor, Issiaka Dabo, in a hospital where he is claimed to be in good health. After the meeting, Mr. Kouyaté assured the press that the crisis would soon pass, and stated that the mutineer crisis will soon be resolved and the Boko Haram threat dealt with. Mutiny Strikes Malian Army ADA News - Sept. 10th, 2020 After three months of negotiations between the soldiers of the 56th Infantry Regiment and the government that failed to resolve the dispute over the unit being stood down due to budget cuts, the soldiers mutinied and have taken over their base in Sévaré. While the troops have not conducted any violent acts, Malian President Birama Kondo has declared that the mutiny is an act of open rebellion. In a statement to the Associated Press, Mr. Kondo said that the mutineers were “merely coup plotters who have yet to act against the capital.” He continued, stating that as a preemptive measure to prevent “further seditious acts”, all Malian military personnel in the Northern half of the country are being confined to barracks for the foreseeable future. Some have questioned this decision while the region is facing sustained security threats from terrorist groups and unstable neighbors. HUMINT and OSINT have confirmed that Colonel El Hadj Ghaly, aka "Attila", has conducted a public execution of three of the recent POWs US forces have turned over to his custody in the region. There are several indications that at least two of those executed were tortured before their deaths. Leadership in Ouagadougou is officially unaware of the actions occurring in Kujari at the hands of Ghaly, but private discussions with HUMINT sources there have determined that a sizable portion of the military leadership is aware of these acts and are giving tacit, and in some cases, overt support. The civilian leadership is also aware, however, most consider Ghaly's actions justified or a harsh necessity. The minority who object to them are without significant influence and are unlikely to take any action regarding them. There is a growing sense from lower-ranking sources that Ghaly has been granted free reign so long as Lingani, aka "Uldin", is defeated before he gains too much legitimacy in the eyes of the people. Recommendations: Conduct proper interrogations of POWs before handing them over to Ghaly if possible.
