    MSOT 8311 & 8312
     
    1. SITUATION.

    a. Overview: Serbian forces have invaded Kosovo and Montenegro. Currently, the reinforced Serbian 3rd Brigade is bearing down on us from the North, while the 4th Brigade pushes in from the East. Hostile fixed-wing is conducting CAS and limited CAP missions and Serbian helicopters have been constantly operating in the AO. The Kosovans have stated that they cannot hold for long, but they need to buy time for civilians to evacuate. Delay the Serbs for as long as possible.  

     

    b. The Area of Interest is the city of Beketov.

     

    c. Area of Operations is AO TITAN.

     

    • The terrain is low hills with urban areas.
      Weather is expected to be clear with a low chance of rain.
      The time will be 1500 on the 24th of May.

     
    d. Enemy Forces.

    • Serbian 3rd Brigade has reached the outskirts of the city from the North. The 4th Brigade is closing in as well from the East. The force consists of armored, mechanized, motorized, artillery, and airmobile forces that have all been seen in the AO advancing South. Several thrusts are moving toward the city from the North and East of the city. The city is the primary strategic objective for Serbian forces in the area. They will not stop until this city is taken, intact or not.  

     
    e. Friendly Forces

    • What’s left of the Kosovan 1st and 2nd Infantry Battalions are attempting to slow the Serbian advance in the North but they are on their last legs. This is their final stand. What’s left of their armor is gone, the last of their mortars are in their final positions, and their two remaining AA guns are dug in. Several Kosovan Units have set up in defensive positions on the North side of the city. They will hold until the end.

    2. MISSION.

    • Alpha Company (WHO) is attempting to slow the Serbian advance (WHAT) against the KSF in AO TITAN (WHERE) to buy time for civilians to evacuate (WHY).

     

    3. EXECUTION.
    a. Concept of Operations.

    • MSOT 8311 is tasked with reaching OBJ Traffic and rescuing the First Deputy Prime Minister. His convoy was ambushed and pinned down before they could get to the city. He has been selected to lead the Kosovan Government-in-Exile and must get to the Evac Point at all costs. His escort is currently pinned down and needs support. They report heavy Serb reinforcements inbound through the forest. 8311 will then support the Kosovans in the Northeast of the city.

     

    • MSOT 8312 is tasked with destroying OBJ Light, the power station to the North of the city. The Kosovans need it blown to cripple the coming Serbian occupation. The Serbs are moving down the MSR with armor and will reach the city soon. 8312 is to do as much damage to the armored vanguard as possible before they reach the city. They are to then fall back to Kosovan defensive positions in the Northwest of the city and support their forces. 

     

    • Both teams are to hold the Serbs back until the order to evacuate is given. The code phrase for this is "JENGA, JENGA, JENGA". Once the order is given, they are to pull back to the Evac Point and board any available helicopter to extract to Montenegro in the West. 

     

    • Additional tasking will be given in-field as determined as needed by Roundtable.

A Serbian forward element has exposed itself however and overextended as they rushed for the city. They did bring a SAM battery with them though and are threatening all flights out of the city.  

     
    e. Friendly Forces

    • The Kosovan 1st Infantry Battalion is attempting to slow the Serbian advance in the North but is badly outnumbered, outgunned, and stretched thin. The 2nd Battalion to the East is in a similar position. The 1st was able to detail a pair of M1117s to lead the charge against the exposed Serbian force.

Serbian vanguard forces have already entered the town of Krasnye Seltsy and are engaged with Kosovan forces there.

    • The Kosovan 1st Infantry Battalion is attempting to slow the Serbian advance in the North, but is badly outnumbered, outgunned, and stretched thin. They will attempt to keep their foothold in the town of Krasnye Seltsy for as long as possible but are unlikely to last long when Serbian reinforcements arrive.

We are to extract them and then pull out Southwest to the town of Shalaevo. The Kosovans are preparing to blow the bridge but need support

Serbia is using a significant amount of fires to screen their advance. Delay them for as long as possible. 

     

    b. The Area of Interest is the Dalgo Pole-Rakovista area.

     

    c. Area of Operations is AO Minuteman.

     

    • The terrain is low hills with dense forests and evacuated urban areas.
    • Weather is expected to be overcast with a moderate possibility of rain.
    • The time will be 1830 on the 21st of May.

     

    d. Enemy Forces.

  10. WARNING ORDER

    MSOT 8312

     

    1. SITUATION.

     

    a. Overview: Serbian forces have invaded Kosovo and Montenegro. Currently, the Serbian 3rd Brigade is bearing down on us from the North. Hostile fixed-wing is present in roving combat air patrols and enemy helicopters have been operating in the AO. Secure comms with higher have not been established due to jamming and the Kosovans have lost contact with their command in Pristina as well. Serbia is using a significant amount of fires to screen their advance. Delay them for as long as possible. 

     

    b. The Area of Interest is the Dalgo Pole-Karbinti-Shipol area.

     

    c. Area of Operations is AO Minuteman.

     

    • The terrain is low hills with dense forests and evacuated urban areas.
    • Weather is expected to be overcast with a moderate possibility of rain.
    • The time will be 0900 on the 21st of May.

     

    d. Enemy Forces.

    • Serbian 3rd Brigade is advancing along the MSRs heading South. The force consists of armored, mechanized, motorized, artillery, and airmobile forces that have all been seen in the AO advancing South. A column of Serbian armored and mechanized forces is advancing toward the town of Karbinti and likely intends to pincer the town. A SAM battery is known to be following behind the tanks and mechanized infantry. 

     

    e. Friendly Forces

    • The Kosovan 3rd Infantry Battalion is attempting to slow the Serbian advance but is badly outnumbered, outgunned, and stretched thin. They will attempt to hold the town of Karbinti for as long as possible but are unlikely to last long if the column reaches them intact.

    2. MISSION.

    Alpha Company (WHO) is attempting to slow the Serbian advance (WHAT) against the KSF in AO Minuteman (WHERE) to buy time for the KSF to retreat and regroup (WHY).

    MSOT 8312 is tasked with eliminating the SAM battery and delaying the rest of the column as much as possible. Once the team feels they have delayed the enemy long enough or believes they are in danger of being overwhelmed, they are to break contact and rally at Karbinti with Kosovan forces and cover their retreat.

  11. Excerpt from Presidential Daily Briefing, May 20th, 2021

    State Dept. INR partially dissents on conclusions


    Analysts at the CIA, DIA, and NSA have concluded that at least a faction of the Serbian government is likely conducting hybrid warfare against Kosovo. Recent incidents along the Kosovan-Serbian border have suddenly become violent in at least four instances, including the murder of five Kosovan soldiers, the theft of Kosovan military equipment, and the engagement of US Marines in the region with gunfire. The group, identified as the Serbian Liberation of Kosovo Group, appears to be a fringe paramilitary group originating in Serbia but has at least some connections in Kosovo, particularly in the ethnic Serbian minority regions along the border. The group does have at least some backing from members of the Serbian government and military, demonstrated by their skirmish with US forces in the area during a training exercise. At least part of the group that opened fire on the Marines was able to escape via helicopter over the border, which did not appear to be challenged by Serbian border guards or the military. However, a credible source within the Serbian Ministry of Defense reported confusion regarding that incident amongst officials, with numerous commanders stationed along the border reportedly calling in attempting to figure out what was happening. NSA was able to confirm a spike in communication activity between the forward-deployed Serbian units and Belgrade. It is still the assessment of all agencies that Serbia is not in a position at this time to engage in a direct conflict, but there is a possibility that the SLKG is a stopgap measure to keep Kosovan forces off balance while the conventional forces prepare.

    DIA estimates that Serbia requires at least another three months to reach combat readiness and will likely display several indicators prior to any direct action. NSA and CIA concur. State Dept. INR dissents on the timeline, as no movement has been made through any of Serbia’s diplomatic missions to offset any controversial actions.

  12. WARNING ORDER

    MSOT 8311 & 8313

     

    1. SITUATION.

     

    a. Overview: The Kosovo Security Force is conducting a Joint Training Exercise with the 3d MRB to better acquaint themselves with special forces tactics and how to counter them. Due to the ongoing tensions with neighboring Serbia, this is also a deterrence operation. However, there are signs a fringe Serbian nationalist group may be intending to provoke conflict between Serbs living in Kosovo and the Kosovan government. The teams must be on the lookout for possible provocations or attacks by this group. 8312 had a hostile encounter with this group and they are willing to engage with lethal force. Until further notice, the teams will only be allowed to fire live rounds if fired upon.

     

    b. The Areas of Interest are Gramada for 8311 and Rakovista for 8313 to the north of the AO

     

    c. Area of Operations is AO Minuteman.

     

    • The terrain is flat with dense forest and some abandoned urban areas.
    • Weather is expected to be clear with a moderate possibility of rain.
    • Time will be 1800 on the 20th of May 2021 for 8313 and 0300 on the 21st of May for 8311.

    • The KSF will be composed of light infantry with APC support, disposition is using APCs to cover light infantry. QRFs are possible from different routes.

    2. MISSION.

    Alpha Company (WHO) is to conduct mock attacks (WHAT) against the KSF in AO Minuteman (WHERE) to show the KSF how special forces would attack these positions (WHY).

     

    3. EXECUTION.

    a. Concept of Operations.
    MSOT 8313 is tasked with assaulting the town of Rakovista and eliminating an ammo cache. Initial recon determined a force size of roughly one platoon with humvees in support. However, they appeared to be spread out across the town. Clear through the town, locate the cache, and destroy it. 

     

    MSOT 8311 is tasked with assaulting a KSF vehicle depot at Gramada. To ensure there are no escaping vehicles, the team will attack several checkpoints to the South of the OBJ and mine these positions before hitting the base. Once done, the depot can be assaulted. At least one APC is known to be here, along with others than may be on patrol.


    Additional tasking will be given in-field as determined as needed by command.

  13. Transcript and analysis of Kosovan Ministry of Internal Affairs interrogation of subject detained near the Serbian border:

     

    Interviewer (I): Do you understand these rights as they have been provided to you?
    Prisoner (P): Yes, just ask your damn questions.
    I: Very well, what is your name?
    P: Ivan Kosančić.
    I: You were captured at the site of several murders of Kosovan soldiers amongst several unidentified militants. Would you care you elaborate as to your role in these murders and why you did this?
    P: You roaches never ask the real question first. 
    I: And that would be?


    [Silence for 30 seconds, the Prisoner continues smoking]

     

    P: You really want to know who we were working for. They’re Serbian, but it sure isn’t those pussies in Belgrade. 
    I: So then who?
    P: The Serbian Liberation of Kosovo Group. We are working to free the Serbian people of this land from your slow genocide of our people and culture.
    I: And how does killing five Kosovan soldiers achieve that?
    P: For starters, it was a blow against your attempts to deny our lands the true autonomy we deserve. And it secured vital supplies for the movement.
    I: So you intend to fight an insurgency?
    P: Of course, and there’s not a damn thing you can do about it!
    I: You seem certain about that.
    P: Obviously, do you think I’d be talking if I thought you could do anything about it?

    P: We’re going to do what those cowards can’t man up and do. We’ll make you Shiptars run back to that hellhole you call a country in the South. We’re going to be waiting in every shadow until you realize whose lands these really belong to. [The Prisoner stands up and begins shouting] The Serbian government may be willing to tolerate your boot on our brothers and sisters, but the real Serbian people won’t!     Analysis: The subject appears to be a firm believer in Serbian ethnonationalism. There is reason to believe the subject is part of a group intending to incite an insurgency along the border with Serbia. The subject appeared to hold negative views of the Serbian government, despite espousing much of the same ideology of the current ruling party. No proper identification of the subject could be determined as the name he gave appears to be a reference to a famous Serbian knight from the 1300s. The subject has refused further interviews, stating "he had said what we needed to hear". Most of the equipment he and the others at the scene appears to be civilian or black market in origin, lending credence to the theory that they are acting independently of Belgrade. However, there is reason to believe they have at least some support from members of the Serbian government, as the helicopter seen escaping from the area did not appear to be intercepted by the Serbian border guards or military. Recommend an increase in police and military presence near the border to deter or interdict further cross-border activity and search for members of this so-called "SLKG".

    Subject: Notice of Deployment

     

    All Commands and Attachments are hereby notified that Alpha Company, 3d MRB; Alpha Section, 160th SOAR, and all supporting detachments are to prepare for immediate deployment to the country of Kosovo for a joint training exercise with local forces. All commands are to ensure OPSEC through rank and file. Deployment for all commands is required no later than May 17th, and exercises shall begin no later than May 19th.

    Briefing as follows.

     

    Due to the ongoing tensions between the Republic of Kosovo and the Republic of Serbia, the Kosovan government has requested that US forces provide training on how to counter special forces. It is the belief of JSOC that the presence of elements of the US military will provide a stabilizing factor in the ongoing crisis. Current intel does not suggest that Serbia is prepared for combat operations and is unlikely to engage in direct conflict within the coming months.

     

    At this time, we cannot dismiss the chance of provocations from the Serbian side, however, all US forces are not allowed to use live rounds unless fired upon. All US forces are to ensure that they do not escalate the situation under any circumstances without orders from higher. 

     

    Given the previous direct action experience with the Russian Spetsnaz tactics Serbian special forces are trained on, Alpha Company, 3d MRB will utilize that previous experience to train with the Kosovan 3rd Battalion near the border. The Kosovan government has notified locals of the ongoing training and will ensure that the exercise areas are clear of civilians.

  15. New Serbian Government Takes Hardline Stance In Negotiations

    Negotiations between Serbia and Kosovo regarding mineral rights and ostensibly Kosovan sovereignty appear to have stalled after years of slow process over the past three years. Some more observers have even offered more pessimistic assessments and claimed that the talks had collapsed completely and were unlikely to restart anytime soon. Most blame the new lead negotiator on the Serbian side for the current stalemate and the statements by the new Serbian government.

    Negotiations reportedly became heated over the matter of allowing Serbian police to operate in Kosovo.

     

    The Serbian United People’s Party (SUNS) only came into power two months ago, riding a wave of national anger over economic stagnation and a massive corruption scandal with the previous government of Prime Minister Stefan Sunkić and the then-ruling Serbian Liberal Party (SLS). A largely sidelined party since its founding four years ago, the ultranationalist party found its footing when it led the charge calling for investigations into allegations of money laundering from government projects to members of the SLS. While originally dismissed by most, their accusations turned out to be true, which were then coupled with over five years of economic downturn led to mass resignations and snap elections being called. The SUNS won these in a landslide, with several attributing their appeal to many Serbs with their claims that Kosovo and Montenegro are rightfully Serbian territories. Since 2005, in an attempt to secure more international support and investment in the country, most Serbian parties dropped controversial stances on the territories, despite it remaining popular amongst the general population. Some newly elected members of SUNS have gone even further, with Darko Lajsić, a close associate of the new Prime Minister Radič Pucarević, stating “We lost our lands with the interference of NATO and European ‘humanists’ who would rather see a world without of Serbs than let us have an inch of our homeland”.

  16. Montenegro Begins Membership Action Program With NATO

    The chances for Montenegro to become part of the European Idea increased today due to NATO begining negotiations for the country’s Membership Action Program. While there are still hurdles to Montenegro’s ascension into the security alliance, the most concerning issue is the ethnic divide that still sparks tension in the small Balkan nation. A significant portion of the population in the northern end of the country are ethinically Serbian, with some having a strong nationalism towards Serbia itself. Despite past incidents involving Serbian nationalists, the lack of a popular seccesionist movement has not raised concerns with the Montenegrin government. President Enian Demisovski has conducted several reforms that have encouraged national unity, with polls having shown support for his governments initiatives by most Montenegrins, including ethnic Serbs. With growing ethnic stability in the country, some speculate that this is the reason behind NATO's decision to move forward with the country's application.

    With Montenegro becoming independent in 2006, the small nation declared it's own identity and has been on the path of becoming a stable country of the region. It's neighbour, Serbia, is still reeling from Montenegros independence, something that has only grown more pronouced since the ultranationalist Serbian United People's Party (SUNS) came into power last year following the collapse of the previous government. A key platform of the party has been to claim that Serbia was robbed of it's economic potential by NATO and the EU due to their support of Montenegro's and Kosovo's independence. This harsh claim has done little to win over support from the majority of Serbs residing in the two small Balkan nations, many of which are enjoying the prospects of the two countries growing economies, while Serbia struggles to stablize theirs.

  19. Malian Prime Minister Visits Crisis-Stricken Region

    Prime Minister Famory Kouyaté made a visit to the Kidal Region today as the country watches the growing military crisis with bated breath. It appears that the Prime Minister is going on a tour through the Northern half of the country in an attempt to allay fears of a coup or civil war. Few expect the crisis to escalate that far, especially since the mutineering soldiers have remained peaceful throughout this emergency. However, there are questions about the government’s credibility during this crisis.

    Some have accused the President of overreacting to the situation and causing unnecessary panic and allowed for the ongoing crisis in the city of Kidal to occur. Boko Haram's ongoing attacks in the city have reportedly claimed numerous lives, and thrown the area into chaos. There are reports of fighting in the streets and it is suspected that American and French forces have been taking part in the battles raging across the city. Of particular note was the report of a helicopter being destroyed at the local governor's compound after a pitched battle took place there.

    In an apparent attempt to reassure the public that the situation is being handled, the Prime Minister was seen meeting with the local governor, Issiaka Dabo, in a hospital where he is claimed to be in good health. After the meeting, Mr. Kouyaté assured the press that the crisis would soon pass, and stated that the mutineer crisis will soon be resolved and the Boko Haram threat dealt with. Some have questioned if this will be possible, even with American and French support.
