Context: After successfully conducting strikes against the ISIS IGLA positions, MSOT 8311 and 8321 return to COP Endurance. An hour later MSOT HQs are called into the TOC by Mark Stanton for a emergency briefing on a developing situation and subsequent response from Task Force Cobra. What follows is the briefing given by Mark on July 30th at 0100 local. -

Operation Bloodhound Week 4 MSOT 8311 & 8321 Briefing - July 29th, 2019

Context: Following a two week endeavor of upgrading defenses at COP Endurance, establishing an OP, and solidifying relationships with the Northern Alliance, the next step for direct action missions is determined. Lacking the ability to effectively supply the Northern Alliance, due to ISIS being in the possession of large numbers of IGLAs, MSOT 8311 and 8321 are tasked with destroying the IGLAs in their storage facilities and removing ISIS from their camps and roadblocks. What follows is the briefing given to the TF by Mark Stanton on July 29th. -
From: [email protected]<Mark Stanton> To: [email protected] <Clark Williams> Subject: ::TS:SCI::BLOODHOUND SITREP #2::TS:SCI:: //SECRET//JSOC//MARSOC Lieutenant Colonel Williams, Firstly some very good news. MSOT 8312 has made a very speedy recovery over the past three weeks. They have returned to COP Endurance and have been deployed to OP Ray as a temporary measure to ensure they are back to 100% and ready for their mission set. The combat engineers have finished up their projects at COP Endurance and OP Ray and have returned to Herat. We will be fully supplying and moving equipment to OP Ray later this week. Finally, we have received the additional TFC forces and have put them to work appropriately. We have now established a working partnership with the Northern Alliance. I have attached a full dossier of their leadership structure, which is headed up by Wadha Siani, a well liked local political figure. Two of the ODAs have been deployed to the NA FOBs and are actively training and advising their forces. The NA have responded very well to the training and are showing promise. However, they are still very under-equipped and will be unable to make any more significant progress against ISIS or the Taliban, despite their training, without sufficient equipment. We are currently unable to supply them as the roads out of COP Endurance have been heavily laced with IEDs over the last few weeks. Due to the MANPAD threat we are also unable to supply them via air. We have pinpointed the storage and distribution facilities for ISIS's IGLAs, as well as the primary ISIS positions outside of towns. Our primary focus this week will be on knocking out these positions, removing ISIS from the high ground and removing their capability for anti-aircraft launchers. Once this is accomplished I anticipate being able to effectively supply the NA with the necessary equipment. Due to this fact, I anticipate requiring an EOD detachment able to be attached to the NA and Task Force Cobra within the next one to two weeks once we begin larger conventional operations against ISIS. The sooner EOD is available, however, the easier supply and transportation will be, due to the fact I mentioned earlier of COP Endurance being blocked via roadway IEDs on all useful routes out. Finally, thank you once again for the work you did in getting the QRA in Herat. This has been a game changer over the last two weeks and has prevented casualties in both the ODAs and in the Phantom teams due to their reliable air support. Signed, Mark Stanton

Phantom 1, ODA 1411 and ODA 1414 will fall under your purview as the operational commander for Bloodhound once they arrive. They are being replaced in their current theater but should be expected to arrive at COP Endurance on the 20th or 21st. Regarding air support priority, rotary wing assets will continue to be off limits until the operational risk associated with your AO is reduced to a manageable level. However, I have managed to get you a priority tasking for fixed wing air support from Herat. They have guaranteed that air support will be placed on Quick Reaction Alert (QRA) at your request, that can be maintained while operationally necessary for Task Force Cobra. Response time will remain about 15 minutes due to their alert status, and loiter time will be fuel dependent. No aerial refueling is available so all refueling will have to take place at Herat Airbase. That all said, please be aware that the fixed wing assets stationed in Herat are flying critical, near constant, combat operations in response to events elsewhere in country so aircraft type and number will be subject to availability. Engineers have also been assigned, per your request, and will be arriving tomorrow morning at approx. 0400 local. Ensure you have sufficient accommodations for your new assets established before you have them begin construction on your additional project. Signed, Lieutenant Colonel C. Operation Bloodhound Week 2 MSOT 8321 Briefing - July 17th, 2019

Context: After the first week in country, MSOT 8312 has been flown to a medical center in Herat to receive emergency medical treatment after their ambush by ISIS forces. During their withdrawal, one of their MRZRs was captured by ISIS and one destroyed. Just under a week later, Phantom 2 gains positive intel indicating they have successfully traced the MRZR to an ISIS regional headquarters in the town of Limar. MSOT 8321 is tasked with the recovery or destruction of this vehicle and is briefed by Mark Stanton the afternoon of July 17th. What follows is the briefing. -

During the first week in country we have accomplished the following: Established contact with embedded CIA Assets. Conducted reconnaissance on Taliban positions, ISIS positions, and Northern Alliance positions. Determined the headquarters of the Northern Alliance. Established initial communications with Northern Alliance leadership. Stopped the sale of 150 IGLA launchers originating from RHINESTONE. Of note - The Northern Alliance appears to have begun re-purposing ANA uniforms as a standard for their personnel. We have yet to complete a full dossier on their leadership and structure, however, we believe this to be a consequence of one Raashid Ibn-Ahmed who is a local, former, ANA commander. Three direct action missions were attempted. The first stopped the aforementioned sale of IGLAs however RHINESTONE, we believe, escaped into Turkmenistan with a small bodyguard. The second resulted an entire MSOT becoming critically wounded and flown to Herat for medical treatment. This, we believe, was a result of improper movement in field and a significantly more organized, more trained, and greater numbered ISIS force than was initially anticipated. The final resulted in a mission failure due to what is believed to be bad intel on our part. As a consequence, BLOODSTONE appears to be either employing body doubles and/or more sophisticated covert methods of movement than intel has previously indicated. The near catastrophic MSOT engagement could have been solved with air-support had it been available for tasking. Task Force Cobra will need a higher priority for aviation requests if we are to be effective given our current situation. Additionally, with one MSOT down for the immediate future we are under strength for the task we have been assigned. I would request that the remaining assets for Task Force Cobra be re-assigned to Operation Bloodhound to have our full operational capacity available. Finally, please put in a request for Army Engineers to be temporarily deployed to COP Endurance. I intend to establish a permanent forward position to secure our position more effectively.
