In the aftermath of 8313's operation and Strike Package Asteroid, widespread uprisings began in cities across the country as the government lost much of its credibility, but critically, not the loyalty of most of its forces. There are reports of fighting in at least 12 major cities, and opposition groups have proclaimed a "Salvation Unity Government" in three of them. The loyalist Venezuelan government forces are trying to crush this revolt as quickly and as brutally as possible, with an estimated 1,260 dead in the last 24 hours. Washington is unwilling to allow this slaughter to continue and has authorized the Arlington ARG to establish a Humanitarian Safe Zone around the city of San Antero. ENEMY: The main OPFOR in this AO are elements of the 12th Caribbean Ranger, 13th Infantry, and 14th Mechanized Infantry Brigades, of the 1st Infantry Division of the Venezuelan Army, and the Venezuelan Air Force is theoretically capable of responding within 30 mins. The 1st Infantry is a combined arms mechanized force with BMP-3s, BTR-80As, T-72B1s, and artillery support, with light airmobile forces reported nearby.
