READ AND DESTROY. Background Report: // Memorandum from REDACTED to the Office of SACEUR. [03/17/2018] // After the US 'withdrawal' in Afghanistan in early 2014, insurgent forces such as ISIS and the Taliban have become an ever-growing threat, feeding off of the corruption of the Afghan government. Those that they could influence were bribed, those that couldn't were killed. After three years of neglect, nearly 70% of the country lies in the hands of insurgent cells and criminal drug rings that owe their allegiances in some part to one (or more) of the groups listed above. [Memorandum lists more statistics not relevant.] They, however, are not the subject of this report. In mid-2015, a brazen attack on the Parliament of Kabul made headlines as one of the most ambitious attacks of the war. While most were quick to point the finger at the Taliban, intelligence sources were able to link this to a small and independent insurgent cell that was otherwise unremarkable located in the northwestern corner of Afghanistan. [Memorandum gives description of region as well as history of cell in question.] Quietly, several CIA officers were dispatched into determine the validity of the source(s), including one Officer Jack Ryan [Redact later?]. [Memorandum lists day-to-day CIA operations.] What they uncovered was unprecedented, to say the least. Despite serious difficulties surrounding intelligence gathering in the area, the information collected points to a massive and well-funded terror organization linked to various shell companies located in the Middle East and beyond. This shadow organization is easily the (estimated) size of ISIS, with exponentially more military capacity and a blank check that would make most third-rate militaries blush. While the money trail is impossible to follow, the supplies aren't, and most of what they have [in theater?] seems to be located in secure facilities in Turkmenistan, being bought from various sources around the globe. Intelligence analysts were able to collate information gathered with satellite imagery to show large training camps more reminiscent of a military than insurgency in what appear to be former Soviet-bloc installations converted for semi-modern use. Due to the severity of the situation, and the threat this may pose to every nation within NATO, I ask that a portion of Task Force Rainbow operatives be re-routed from REDACTED operations to combat this new enemy. Due to the unreliable nature of the Afghan Army and Police, you will arrive via civilian transport under the guise of businessmen looking to create an oil pipeline connecting the petroleum refineries in Turkmenistan to gas storage facilities in Afghanistan. All equipment, vehicles, and supplies needed for day-to-day operations will be located at the black site.
