HUMINT and OSINT have confirmed that Colonel El Hadj Ghaly, aka "Attila", has conducted a public execution of three of the recent POWs US forces have turned over to his custody in the region. There are several indications that at least two of those executed were tortured before their deaths. Leadership in Ouagadougou is officially unaware of the actions occurring in Kujari at the hands of Ghaly, but private discussions with HUMINT sources there have determined that a sizable portion of the military leadership is aware of these acts and are giving tacit, and in some cases, overt support. The civilian leadership is also aware, however, most consider Ghaly's actions justified or a harsh necessity. The minority who object to them are without significant influence and are unlikely to take any action regarding them. There is a growing sense from lower-ranking sources that Ghaly has been granted free reign so long as Lingani, aka "Uldin", is defeated before he gains too much legitimacy in the eyes of the people.
Recommendations: Conduct proper interrogations of POWs before handing them over to Ghaly if possible. Ghaly is unlikely to be receptive to the questioning of his methods well and may withhold cooperation if pressed on the subject.
