WARNING ORDER MSOT 8313 Hades & 160th SOAR SITUATION: DPRL forces have launched attacks against much of the DMZ and while they have been beaten back in several locations, several large areas are under DPRL control. NATO is currently debating an intervention to aid the ROL, but while those discussions take place, our support is limited to the 3d MRB and 160th SOAR. No movement of DPRL nuclear assets has been detected yet but it remains a threat. ENEMY: The main OPFOR is the 710th Naval Infantry Brigade of the Livonian People's Army, with several supporting units attached. The 977th Artillery Brigade and 98th Special Forces Company have also been detected in the Mehland AO. This is a combined arms mechanized force with limited air support. FRIENDLY: 1st and 2nd Mechanized Battalions of the Iron Wolf Brigade (ROL). Friendly forces are at ~75% combat effectiveness. The Republic of Livionian Air Force is attempting to provide CAP, but limited airframes mean they cannot guarantee complete coverage. South Livonian Dictator Dies in Helicopter Crash In a sudden turn of events, the long-standing dictator of the Democratic People's Republic of Livonia, Nikolay Dragomirov, was announced to have died in a helicopter crash thirteen miles East of Kaliningrad. After a day of complete communication blackout from the Democratic People's Republic of Livonia, all radio and television services were restored and began broadcasting a looped message from the Supreme Council of Livonia, the legislative body of the rogue state. In the message, they stated that "the country's beloved leader has tragically passed away in a helicopter accident". The message proceeded to state that the cause of the crash was still being investigated, and that "if any outside involvement in this appalling incident, there will be extreme consequences". Western analysts believe this is a thinly veiled threat to the quasi-state's nuclear arsenal. Given the recent tightening of sanctions against the DPRL two years ago, DPRL analyst Marius Tadesautis based in the ROL suspects it has likely become more difficult to procure spare parts for the helicopter. Whether this led to the crash remains unknown. "But what I do know," Marius said, "is that things will get very interesting along the Livonian DMZ. I just hope cooler heads prevail". All television and radio stations have stopped broadcasting and the limited internet access in the country has been completely disabled. There are reports that cellphone service is similarly disabled. No official statements have been put out by the government. The Republic of Livonia (ROL, aka North Livonia) has similarly not made any official statements regarding what they consider a breakaway region. However, MNC can confirm through several off-the-record sources in the ROL that a security incident has happened in the DPRL, though there are no further details. Democratic People's Republic of Livonia Country Profile The present borders of the Democratic People's Republic of Livonia were established during the turmoil of the collapse of the USSR in the 1990s. The former Soviet Republic of Livonia declared its independence on August 26th, 1991. However, while the majority of the population was in favor of independence (72% pro-independence), a sizable portion of the region centered around Kaliningrad opposed it. This included the Soviet 11th Guards Army stationed in Kaliningrad, who proceeded to declare their loyalty to the Russian Soviet Federative Socialist Republic, then still part of the USSR. While no shots were fired, roughly 1/4th of the region split off from the newly declared Republic of Livonia 5 days after the declaration of independence. With the fall of the Russian Soviet Federative Socialist Republic four months later, the breakaway region found themselves loyal to a state that no longer existed. Now the provisional government did declare its independence, this time from the Republic of Livonia, while claiming to be the successor state to the USSR. An authoritarian regime led by Nikolay Dragomirov was soon "elected" (independent observers found widespread incidents of voter fraud), which remains in power to this day. However, due to the nuclear stockpile that was seized from the former Soviet garrison in Kaliningrad, the state's borders and leadership have remained unchanged since 1991. There is a significant sanctions regime in place against the DPRL by Western countries, particularly after the 1998 underground nuclear test. That test was even enough to fray the DPRL's relations with the Russian Federation, which has since limited their political, economic, and military support for the regime, although they have not severed ties completely. It is estimated that the rogue quasi-state has between 40-70 tactical nuclear weapons and approximately 20 strategic nuclear weapons. And while the leader of this hermit kingdom has held on to power successfully and created a cult of personality around himself, his lack of an obvious successor and growing age has left many to wonder what comes next for the DPRL after he's gone?   8. //SECRET//JSOC//MARSOC From: [email protected] <Clark Williams> To: [email protected] <Sean Whelan> Subject: Intelligence and Situation Update Regarding MSOT 8313's recent interaction with Russian forces and communication between representatives of the US government and the Russian Federation, there is a significant development of the situation on the ground in Takistan. A summary of events and implications is below. At approximately 0400 on February 22nd, a Russian Spetsnaz team was tracking the movements of a convoy of vehicles retreating from Landay Airfield after it was hit by American aircraft on Feb 19th. The convoy made it to the town of Maku, where the Spetsnaz observed approximately a company-sized force of IRPT irregulars and remaining Takistani Army defectors. Several T-72s, IFVs, and dug-in positions. At least two ZU-23-2 emplacements were seen being set up, along with Igla launchers. More concerningly, the Russians reported the movement of two SS-21 "Scarab" SRBM launchers and a truck with what they suspected was radioactive material. The Russians attempted to extract their men but the helicopter was shot down. The Russians lacked the available men to rescue their team and begrudgingly asked for aid from MSOT 8313. In a show of good faith in 8313 was able to rescue most of the team and provide transport for them back to Russian positions. The Russians believe the IRPT holdouts intend to make a last stand and take as many of their enemies with them as possible. Our intelligence has reached a similar conclusion. Given the presence of SRBMs and radioactive material, both of our governments believe that the IRPT intends to launch jury-rigged radiological warheads at multiple targets, including our respective bases in the region. This cannot be allowed to occur. CENTCOM is coordinating with the Russian Central Military District and their forces in the AO. Both sides have agreed to not engage each other under any circumstances. Since neither of our sides has sufficient forces to clear Maku and its surrounding area immediately available, both MSOT 8311 and 174th Special Purpose Detachment of the 45th Spetsnaz Brigade will have parallel assignments. 8311, with support from the 160th SOAR, will be tasked with securing the town of Maku, the launchers, and any remaining radioactive material, while the 174th SPD will eliminate the nearby garrison in the town of Naw and set up a blocking position on the East and North sides of Maku. Their assessment is below: Given the unrefined nature of and diverse types of isotopes present in the materials recovered from Rasman Airbase (Site Alpha) by the 3d MRB, we assess that these are not the precursors for a purpose-built radiological weapon or former nuclear weapon material. There is a high likelihood that this material was nuclear waste from the BN-365 nuclear reactor at the Aktau Nuclear Power Plant (ANPP) which was decommissioned in 1997 after the fall of the Soviet Union. Russian and Takistani authorities had previously claimed that all nuclear waste material had been transferred to Russia, however, limited documentation was provided to US and IAEA officials. The IRPT likely intends to use this material as a radiological weapon or “dirty bomb”. While heavy exposure over prolonged periods of time to these materials would be harmful to personnel, brief exposure will be easily mitigated through atropine injection and wearing a mask to prevent further inhalation. Code Phrase for exposure to radiological material is “SCRAM, SCRAM, SCRAM”. All commands are to ensure OPSEC through rank and file. Deployment for all commands is required no later than September 14th. Briefing as follows. Last month the small Caribbean island nation of San Esperito fell victim to a coup by hardline elements of the defense force, which intelligence has now determined was backed by the Venezuelan government. While initially a diplomatic matter, the situation has escalated within the past 48 hours. The Venezuelan Navy landing ships ARBV Goajira and ARBV Capana and the Panamanian-flagged civilian cargo ship Aurora docked at the island's main port on September 12th at approximately 0530 local time. Communication off the island was suddenly cut just before the ship's arrival but we have been able to determine that these ships brought with them the bulk of the 3rd Marine Brigade (Amphibious) of the Venezuelan Bolivarian Marine Corps. An estimated 2,500 troops, 30-35x AAVP-7A1 APCs, 10x VN-1 IFVs, at least 2x MT-LBM 6MB IFVs, and numerous other vehicles were deployed onto the island. Radar has picked up several helicopters and small aircraft heading to the island from the Venezuelan mainland. There were gaps in satellite coverage, so further equipment may have been offloaded. The 3rd Marine Brigade (Amphibious) is composed of two marine infantry battalions and an artillery battalion with an anti-air company equipped with Strela-10s and RBS-70s. Prior to this development, a dozen American citizens were on the island and given the apparent intent of the Venezuelan and San Esperito governments to ignore all diplomatic outreaches to extract our citizens, the President has authorized the use of any and all force necessary to get them off the island and return the legitimate government to power. The 3d MRB and 160th SOAR will immediately halt all training activity at Camp Blanding and deploy to the USS Farragut, which is sailing North of the island. Your objective is to secure all US citizens and degrade Venezuelan force strength in preparation for a follow-on Marine Expeditionary Unit which should be on station within four days and ready to make landfall by the fifth.   20. Excerpt from Presidential Daily Briefing, May 20th, 2021 State Dept. INR partially dissents on conclusions Analysts at the CIA, DIA, and NSA have concluded that at least a faction of the Serbian government is likely conducting hybrid warfare against Kosovo. Recent incidents along the Kosovan-Serbian border have suddenly become violent in at least four instances, including the murder of five Kosovan soldiers, the theft of Kosovan military equipment, and the engagement of US Marines in the region with gunfire. The group, identified as the Serbian Liberation of Kosovo Group, appears to be a fringe paramilitary group originating in Serbia but has at least some connections in Kosovo, particularly in the ethnic Serbian minority regions along the border. The group does have at least some backing from members of the Serbian government and military, demonstrated by their skirmish with US forces in the area during a training exercise. At least part of the group that opened fire on the Marines was able to escape via helicopter over the border, which did not appear to be challenged by Serbian border guards or the military. However, a credible source within the Serbian Ministry of Defense reported confusion regarding that incident amongst officials, with numerous commanders stationed along the border reportedly calling in attempting to figure out what was happening. NSA was able to confirm a spike in communication activity between the forward-deployed Serbian units and Belgrade. It is still the assessment of all agencies that Serbia is not in a position at this time to engage in a direct conflict, but there is a possibility that the SLKG is a stopgap measure to keep Kosovan forces off balance while the conventional forces prepare. Build up of Serbian forces along the Kosovan border DIA estimates that Serbia requires at least another three months to reach combat readiness and will likely display several indicators prior to any direct action. NSA and CIA concur. State Dept. INR dissents on the timeline, as no movement has been made through any of Serbia’s diplomatic missions to offset any controversial actions.

Analysis: The subject appears to be a firm believer in Serbian ethnonationalism. There is reason to believe the subject is part of a group intending to incite an insurgency along the border with Serbia. The subject appeared to hold negative views of the Serbian government, despite espousing much of the same ideology of the current ruling party. No proper identification of the subject could be determined as the name he gave appears to be a reference to a famous Serbian knight from the 1300s. The subject has refused further interviews, stating "he had said what we needed to hear". Most of the equipment he and the others at the scene appears to be civilian or black market in origin, lending credence to the theory that they are acting independently of Belgrade. However, there is reason to believe they have at least some support from members of the Serbian government, as the helicopter seen escaping from the area did not appear to be intercepted by the Serbian border guards or military. Recommend an increase in police and military presence near the border to deter or interdict further cross-border activity and search for members of this so-called "SLKG".
