  2. WARNING ORDER MSOT 8311 1. SITUATION. a. Overview: Serbian forces have invaded Kosovo and Montenegro, and the US has intervened. Currently, the Serbian 1st and 2nd Brigades are attempting to hold their positions and consolidate their gains, but the Montenegrins are preparing to counterattack. The 63rd Parachute Brigade has largely fled the area, but the 72nd Special Operations Brigade is still in the AO. Hostile aviation has largely been eliminated, though there may be a few Serbian helicopters still in the AO. We are beginning operations to aid the Montenegrins in preparing to liberate their territory. b. The Area of Interest is near the town of Dencity. c. Area of Operations is AO ATLAS. The terrain is hills and small mountains with dense forests and urban areas. Weather is expected to be clear with a low chance of rain. The time will be 0330 on the 4th of June. d. Enemy Forces. Serbian 1st Brigade is attempting to hold on the West side of the river while the 2nd Brigade is digging on the East side. The force consists of armored, mechanized, motorized, artillery, and airmobile forces that have all been seen in the AO. The 2nd Brigade has set up an HQ and forward artillery position in the town of Dencity and is putting heavy fire on the Southern front. A combination of MLRS and SRBM (Short-Range Ballistic Missile) batteries are located in the area surrounding the city, as are AA positions. Motorized and mechanized QRFs are likely in the area, and a sizable force is assembled on the front lines to the South. e. Friendly Forces The Montenegrin 2nd Infantry Battalion is holding the area and preparing to advance with our support. They are stretched thin but are beginning to concentrate their forces. A mechanized force with some donated equipment is being prepared in the South. Montenegrin resistance forces are operating behind the lines and will help if able. Alpha Company (WHO) is attempting to roll back Serbian gains (WHAT) against the Montenegrins in AO ATLAS (WHERE) to liberate the country (WHY). 3. EXECUTION. a. Concept of Operations. MSOT 8311 is tasked with seizing control of the Serbian forward HQ and hijacking the Serbian SRBM battery. From interrogations with the POW Viking brought in, we have secured command codes for the Serbian Field Artillery Tactical Data System, which will allow 8311 to remotely target the SRBMs and turn them against the Serbs. 8311 will need to take the command station intact and hold the position while the coordinates are uploaded. The target for the SRBMs will be a Serbian FOB not far from the frontlines to the South. Once the missiles are fired, 8311 will need to ensure the SRBM launchers destruction along with any nearby MLRS. After that, 8311 is tasked with aiding the Montenegrin force to the South advance. There were unconfirmed reports of Serbian tanks (possibly from the 1st Separate Tank Battalion) in the area, but we have not seen any on recon flights. e. Friendly Forces The Montenegrin 2nd Infantry Battalion is holding the area and preparing to advance with our support. They are stretched thin but are beginning to concentrate their forces. Montenegrin resistance forces are operating behind the lines and will help if able. The terrain is hills and small mountains with dense forests and urban areas. Weather is expected to be light overcast with a low chance of rain. The time will be 0400 on the 2nd of June. d. Enemy Forces. Serbian 1st Brigade is pushing South on the West side of the river while the 2nd Brigade is advancing on the East side. The force consists of armored, mechanized, motorized, artillery, and airmobile forces that have all been seen in the AO advancing South. The Serbs have established a fuel depot in the town of Topola. It is well-guarded with AA, IFVs, and a sizeable infantry force, at least a platoon. e. Hostages are reported to be held in the apartment complexes nearby, prohibiting the use of artillery on the depot.   21. Excerpt from Presidential Daily Briefing, May 20th, 2021 State Dept. INR partially dissents on conclusions Analysts at the CIA, DIA, and NSA have concluded that at least a faction of the Serbian government is likely conducting hybrid warfare against Kosovo. Recent incidents along the Kosovan-Serbian border have suddenly become violent in at least four instances, including the murder of five Kosovan soldiers, the theft of Kosovan military equipment, and the engagement of US Marines in the region with gunfire. The group, identified as the Serbian Liberation of Kosovo Group, appears to be a fringe paramilitary group originating in Serbia but has at least some connections in Kosovo, particularly in the ethnic Serbian minority regions along the border. The group does have at least some backing from members of the Serbian government and military, demonstrated by their skirmish with US forces in the area during a training exercise. At least part of the group that opened fire on the Marines was able to escape via helicopter over the border, which did not appear to be challenged by Serbian border guards or the military.   22. WARNING ORDER MSOT 8311 & 8313 1. SITUATION. a. Overview: The Kosovo Security Force is conducting a Joint Training Exercise with the 3d MRB to better acquaint themselves with special forces tactics and how to counter them. Due to the ongoing tensions with neighboring Serbia, this is also a deterrence operation. However, there are signs a fringe Serbian nationalist group may be intending to provoke conflict between Serbs living in Kosovo and the Kosovan government. The teams must be on the lookout for possible provocations or attacks by this group. 8312 had a hostile encounter with this group and they are willing to engage with lethal force. Until further notice, the teams will only be allowed to fire live rounds if fired upon. b. The Areas of Interest are Gramada for 8311 and Rakovista for 8313 to the north of the AO c. Area of Operations is AO Minuteman. The terrain is flat with dense forest and some abandoned urban areas. Weather is expected to be clear with a moderate possibility of rain. Time will be 1800 on the 20th of May 2021 for 8313 and 0300 on the 21st of May for 8311. d. Enemy Forces. The KSF will be composed of light infantry with APC support, disposition is using APCs to cover light infantry. QRFs are possible from different routes. Alpha Company (WHO) is to conduct mock attacks (WHAT) against the KSF in AO Minuteman (WHERE) to show the KSF how special forces would attack these positions (WHY). 3. EXECUTION. a. Concept of Operations. MSOT 8313 is tasked with assaulting the town of Rakovista and eliminating an ammo cache. Initial recon determined a force size of roughly one platoon with humvees in support. However, they appeared to be spread out across the town. Clear through the town, locate the cache, and destroy it. MSOT 8311 is tasked with assaulting a KSF vehicle depot at Gramada. To ensure there are no escaping vehicles, the team will attack several checkpoints to the South of the OBJ and mine these positions before hitting the base. Once done, the depot can be assaulted. Prisoner (P): Yes, just ask your damn questions. I: Very well, what is your name? P: Ivan Kosančić. I: You were captured at the site of several murders of Kosovan soldiers amongst several unidentified militants. Would you care you elaborate as to your role in these murders and why you did this? P: You roaches never ask the real question first. I: And that would be? [Silence for 30 seconds, the Prisoner continues smoking] P: You really want to know who we were working for. They’re Serbian, but it sure isn’t those pussies in Belgrade. I: So then who? P: The Serbian Liberation of Kosovo Group. Analysis: The subject appears to be a firm believer in Serbian ethnonationalism. There is reason to believe the subject is part of a group intending to incite an insurgency along the border with Serbia. The subject appeared to hold negative views of the Serbian government, despite espousing much of the same ideology of the current ruling party. No proper identification of the subject could be determined as the name he gave appears to be a reference to a famous Serbian knight from the 1300s. The subject has refused further interviews, stating "he had said what we needed to hear". Most of the equipment he and the others at the scene appears to be civilian or black market in origin, lending credence to the theory that they are acting independently of Belgrade. However, there is reason to believe they have at least some support from members of the Serbian government, as the helicopter seen escaping from the area did not appear to be intercepted by the Serbian border guards or military. Recommend an increase in police and military presence near the border to deter or interdict further cross-border activity and search for members of this so-called "SLKG".

All commands are to ensure OPSEC through rank and file. Deployment for all commands is required no later than May 17th, and exercises shall begin no later than May 19th. Briefing as follows. Due to the ongoing tensions between the Republic of Kosovo and the Republic of Serbia, the Kosovan government has requested that US forces provide training on how to counter special forces. It is the belief of JSOC that the presence of elements of the US military will provide a stabilizing factor in the ongoing crisis. Current intel does not suggest that Serbia is prepared for combat operations and is unlikely to engage in direct conflict within the coming months. At this time, we cannot dismiss the chance of provocations from the Serbian side, however, all US forces are not allowed to use live rounds unless fired upon. All US forces are to ensure that they do not escalate the situation under any circumstances without orders from higher. New Serbian Government Takes Hardline Stance In Negotiations ADA News March 1st, 2021  Negotiations between Serbia and Kosovo regarding mineral rights and ostensibly Kosovan sovereignty appear to have stalled after years of slow process over the past three years. Some more observers have even offered more pessimistic assessments and claimed that the talks had collapsed completely and were unlikely to restart anytime soon. Most blame the new lead negotiator on the Serbian side for the current stalemate and the statements by the new Serbian government. Negotiations reportedly became heated over the matter of allowing Serbian police to operate in Kosovo. The Serbian United People’s Party (SUNS) only came into power two months ago, riding a wave of national anger over economic stagnation and a massive corruption scandal with the previous government of Prime Minister Stefan Sunkić and the then-ruling Serbian Liberal Party (SLS). A largely sidelined party since its founding four years ago, the ultranationalist party found its footing when it led the charge calling for investigations into allegations of money laundering from government projects to members of the SLS. While originally dismissed by most, their accusations turned out to be true, which were then coupled with over five years of economic downturn led to mass resignations and snap elections being called. The SUNS won these in a landslide, with several attributing their appeal to many Serbs with their claims that Kosovo and Montenegro are rightfully Serbian territories. Since 2005, in an attempt to secure more international support and investment in the country, most Serbian parties dropped controversial stances on the territories, despite it remaining popular amongst the general population. Some newly elected members of SUNS have gone even further, with Darko Lajsić, a close associate of the new Prime Minister Radič Pucarević, stating “We lost our lands with the interference of NATO and European ‘humanists’ who would rather see a world without of Serbs than let us have an inch of our homeland”.
